What O/S? HPing2 and NetCat (nc) are available for many *nix
[compton ~]$ whatis hping2 nc
hping2 (8) - send (almost) arbitrary TCP/IP packets to network hosts
nc (1) - TCP/IP swiss army knife

Not that many O/S honor source routing any more - there is virtually
no need, and the service has been abused in the past.
