Hi,
I have a folder on my pc that contains confidential information.
I would like to ensure that this folder is inaccessible to others. Can
anyone suggest a method of ensuring that only I can achieve access to
this folder. High security is desired.
In the event of needing to add software, a free package would be of
most interest

TrueCrypt seems to be what you want.

Use GnuPG to encrypt, together with strong secrets. As an alernative,
TrueCrypt http://www.truecrypt.org seems to be secure.

As a matter of interest, if my computer needed a repair and was sent
to a technician could he compromise my security by gaining access to
files through say set-up, or by some other route underneath Windows
Vista Home Premium?
