Most likely it has been taken over before that or the user wanted to
"scan" the exe after he executed it before (and nothing really happened
or just something weird). Or did he scan the file, the scan did not find
anything and the user executed it afterwards? Scanning a file should not
execute anything.

A virus that knocks out the AntiVirus just like that is a well-crafted
beast. To clean that computer definitively requires deeper knowledge, so
that you are sure that you have clean everything afterwards (just think
it came with a keylogger that is well hidden somewhere now and you may
be able to remove the "virus" and get the system back up, but the
keylogger sits there silently.)
My only advice would be the Windows CD: reformat and a fresh install
from scratch. That is the only safe and secure thing to do unless you
want to hire some expensive expert that does the professionally...
