I don't know -- but in Canada and the USA, it is common for you to be
able to call your telephone provider and ask them to block toll-surcharge
calls. Not as common to be able to block all long distance, but
possible. In the USA, the easiest way to block long distance is
possibly to tell the phone company to remove the "default long distance
carrier". Without a default carrier, you have to dial a carrier
string for every deliberate long distance call.
