You should ask the IEEE, not this ng...
Anyway, the programming language isn't important. Peer review will focus
on the model or algorithm you use. If it is OK, any computational tool
to implement it is OK as well. Only if your computed results are
incredible, the reviewers might want to check your code for bugs.
