With XP Pro, can set file level access control to restrict access to
files on a NAS device.

Would all user authorized to access those files need XP Pro?

Would a user with XP Home be denied access?

No, usually not. And you should have a look (or just try it out), how
this affects other file sharing protocols, if you have other clients
than Windows clients in your network.
