I need a hardware firewall that meets these specs:
simple setup
not too expensive (small business)
allow for an allow list of URLs that employees can access...this list
would be ~ 25 or less URLs
allow for some workstations to have full access and bypass these
filters.
I would appreciate any suggestions to this.

Thanks in advance!

if you only need simple requirements like this then an integrated
router/firewall would be best, what type of router do you currently
have or what one does your isp provide you it will probably have a
built-in firewall allowing you to do this.

Probably a linksys would be the best they are reliable and have a web
gui for configuring.

Hi,

For less than 10 user go for ZyXEL ZyWALL 2 plus it will meet your
needs.
For less than 25 users go for ZyXEL ZyWALL 5 UTM where you can buy it
with full UTM (Anti-virus, Anti-spam and content filtering) services
if you like and have peace of mind, it's very stable products and come
with VPN support also.
