If you were  Registered and logged in, you could reply and use other advanced thread options
Firefox and IE time out when I try to access this file:
ftp://ftp.publicdebt.treas.gov/opd/opdm052006.pdf

I have this trouble at home, where I sit behind a hardware firewall
(SonicWall Soho3); however, at a different location I did successfully
download the file with no problem using Firefox.

Any ideas what's causing the problem and how I might fix it?

Use an ftp client instead. Browsers are designed for browsing. They don't
work well as an ftp client

Try switching active/passive mode for FTP.
