I know I can disable Norton Firewall using the icon on the SysTray.
How do I actually close NF - not disabled, actually closed?
Sorry for a Norton-specific question but no one at the Norton ng
appears to have the answer.

I dunno about NFW, but the norton security thingy that came with my new
mobo was such a major headache (and I would have to start paying for
updates 90 days later), I shut it down with Ad/Remove Programs. I went
back to AVAST! for scanning and such, and (finally) got the nvidia FW
working quite satisfactorily.

Press Ctrl+Alt+Del to shut down running programs.

You should be able to stop Norton Firewall from running on startup, by
unchecking it in Start -> Run -> Msconfig.
