I didn't know that this was true. If it is, one explanation might be that
they bid on RFQs with reasonable prices and a good product. Actually, I
suspect that Indian, not Israeli, companies are doing much of the kind of
work you mention. In either case, I don't see that you have accused Israeli
(or Indian) companies or government of forcing telephone providers to use
their billing services; you may not be aware that commercial contracts are
often made for quite objective reasons.
