I guess very few av-programs will do what you desire.
It is the purpose of any av-program to protect you (your PC) real-time.
What you want is no longer available in most av-programs.

What you want (or what I would want) is of no concern to the makers of
these programs, they decide what you should want and that's it.

Many av-programs do not have a separate "real-time guard" function.
And therefore most av-programs will "mess up things".
Also most av-programs will not install when you don't uninstall the
"competition" or will even try to remove the "competition".

You cannot regulate the "guard" function of NOD32.
(have you tried to do so with Norton?)
Only when NOD32 (version 4.0.437) is started, you can choose for:
"Disable real-time file protection system".

For Avira I switched off the service "Avira Antivir Guard".
As an alternative I could have selected to have the guard not installed
during installation of Avira Antivir.

More av-programs controlling your PC real-time *may* cause unwanted
conflicts and therefore each av-program wants to rule alone.
(and somewhere will also be a commercial factor.)

While I have no problem understanding what you want and why you want so,
I estimate that most av-programs will not satisfy your whishes in this
respect.
