What security system is needed for a 2-story building with a
parking-lot surrounding it? What are the necessary components?
Approximate costs?

That answer would depend on what it is you want to accomplish. Access
control? Intrusion detection? Monitoring the parking lot? You'll have
to be a lot more specific to receive an appropriate response.
