First, an apology. This is not quite security related.
However, based on previous discussions I've seen here, some of you
will know the answer of the tops of your heads or can give me
pointers. (Also, it is *almost* a security question.)

I'm involved with a non-profit job-hunt support group.
Recently, we've started getting "undeliverable mail" messages for
mail we didn't send. The bigger problem is that at least some of
the spam is dubious job offers, and that could affect our
reputation. At least one such is for a supposedly foreign
company, but whois shows that the domain name is registered with a
US address.

I know that forging FROM: in spams is illegal in the US. I
don't know who to report it to. (I also know there's not much
hope that anything will be done, but there's even less chance if
it's not reported.)

So, to whom do I report such illegal spam?

So what? Anything except the first Received-header is usually untrusted.

ROFL!

Report it to the bouncer, they will report it to the open relay or
misused server and those will not do anything because they're morons.
Welcome to the intarweb!

Well, cannot go much below zero.

To yourself. Put a warning about the scam on your website and think
about digital signatures to provide authenticity for at least your
legitimate mails.

It sounds like you're the victim of what is referred to as a 'joe job'. See
the following links for further information.

Re: who to report it to

If you can determine that messages originate from a company within the
United States then you can report the company the Federal Trade Commission.
Use the link below to file a complaint with the FTC.

In addition you may consider the following links for filing complaints.

You can report all spam (unsolicited bulk email), illegal or
otherwise, to: <http://www.spamcop.net/>. You need to sign up for a
free reporting account.

Bounces to forged senders (backscatter) are considered spam, and are
reportable. Mail servers emitting backscatter will get added to the
Spamcop block list, which hopefully will persuade admins to better
configure their servers.
