A friend had installed Winsoft AntiSpyMaster on his computer and later
discovered it was itself spyware. He bought Norton Antivirus
2008(with AntiSpyware) from Sam's Club and installed it on his
computer. The program ran and said it had fully resolved the problem
with AntiSpyMaster along with several other problems including Vundo,
Virtumonde, and several other nasties. The problem was that the next
time he started up Internet Explorer, a pop-up for AntiSpyMaster
appeared, and Norton, which was running in the background just sat
there like this is normal. I thought about adding the hosts file from
MVPS.org to see if that would help, but Norton already has its own
Hosts file in place. Does anyone know what I should do next to help
my friend?

Norton antispyware generally doesnt work. You need two pieces of software.

Download smitfraudfix from this site:
http://siri.geekstogo.com/SmitfraudFix.php
check for updates

and download superantispyware from superantispyware.com

Running the former will probably fix the situation, but use superantispyware
to clean the system up. If for some reason it comes back, run both pieces of
software in safe mode (reboot windows and before you get the xp loading sign
repeatedly press f8 and choose safe mode.
