Yes you can. Just download it from the link provided with "wget", or
right-click -> save-as in OE. Open with Notepad, and you'll see it's
a small text file as I said earlier in aca-v. It's not an executable.

a "normal" usenet user usually expects an EXE/program file. Otherwise
this URL is very confusing. So what could be the reason for creating
such a construction/URL-naming?

Of course it's confusing. We've already established that Butthead,
just like the cartoon character of that name, is childish, antisocial
and clue-proof.
