You may have something running on the machine. You should use the tools
in the link like Process Explorer and other tools in the link to find it
, if possible. PE allows you to look at all running processes and look
inside a running process to look at the hidden processes that are using
them, if this is malware.
I would also look at the Event Logs on XP and see if any error messages
are showing there.

If this is malware, then it can hose the TCP/IP Stack preventing a
connection with the Internet.
